Romania combines a low enterprise AI-adoption baseline with a national AI strategy, large digital investment and pressure to clarify institutional responsibility. That creates an unusual timing advantage: ownership, evidence and assurance can still be built before AI becomes deeply embedded and expensive to unwind.
Low adoption is not only a weakness. It is also a timing advantage.
Eurostat reported that 5.2% of Romanian enterprises used AI in 2025, compared with 20.0% across the EU. The Commission's 2026 Digital Decade report still describes technology uptake by Romanian businesses as limited and recommends clearer AI attributions and roles, alongside stronger use of the AI factory and digital-innovation infrastructure.
Usually, governance arrives after dependence. Systems spread through departments, suppliers and workflows; only later does the institution try to catalogue them, assign owners and reconstruct why they were approved. Romania still has the possibility to invert that sequence in many sectors.
The strategic architecture already exists on paper
Romania approved a national AI strategy for 2024-2027. The policy direction is therefore established. The harder step is operational: translating national ambition into comparable system-level visibility, clear institutional responsibility and evidence that can survive both domestic accountability and EU-level requirements.
This is especially important for public services, finance, healthcare, utilities, education and other environments where AI adoption can scale quickly once procurement and funding accelerate.
Public expectations are already ahead of adoption
The Commission's 2026 Digital Decade country report says 64% of Romanian respondents agree that AI development should be carefully regulated to ensure safety even if that constrains developers. That means institutions will not be implementing AI into a neutral trust environment. They will be doing so while citizens are already asking who protects privacy, children, jobs and fair treatment.
The opportunity is to make every new deployment easier to explain than the last one: a known owner, a known purpose, a known affected population, a known legal position, a clear exit route and a record of what was considered before deployment.
What institutions and large employers can do before scale
Create a live census of consequential AI, including shadow and vendor-embedded use.
Assign a named decision owner and an escalation route for every high-impact deployment.
Benchmark systems before major procurement, expansion or integration decisions.
Keep one evidence record that can travel from internal governance to EU supervision and public accountability.
